Supplies you will need:

PSP 7 (download a demo here)

An image to frame

Flaming Pear Primus (you can download it here, then install to your plug ins directory. Click here to go Flaming Pear's page, where you can fill out the short form, and they will send you a free activation code)

Lace background. (You can download mine here, or use one of your own)

Corner ding (You can download the one I used  here, or you can use anyone you like)

 

1. Open your image. Layers--> New Raster Layer.

2. Open the lace. jpg file provided above. Go to your styles box,  set it to pattern and select the lace. jpg image. Set your scale to 100%, angle to 0, and flood fill the new layer.

3. On the layer toolbar, lower the transparency of the lace layer until you get an effect you like. ( I set mine to 51). Layers-->Merge--> Merge Visible. Your image should look similar to this (the image is smaller than actual size)

4. Make sure your background is still set to white. Image-->Add Border-->Symmetric-->10.

5. Select the border with your Magic Wand. Effects-->Plug-In Filters-->Flaming Pear-->Primus.  I selected the 6th button for my image, and slid the radius bar around to see which looked best, but go ahead and play with the different effects and find one you like *S* Do not deselect.

6. Effects-->3D Effects-->Drop Shadow. Set your Vertical and Horizontal to 1, Opacity to 50, Blur to 15. Repeat the drop shadow a second time, but change your Vertical and Horizontal to minus (-) 1. Select None.

7. With your background still set on white, Image-->Add Border-->Symmetric-->15. Select the border with your Magic Wand, and go to your styles box,  set it to pattern and select the lace. jpg image. Set your scale to 100%, angle to 0, and flood fill the border with the lace.

8. Set your background to a darker color (it doesn't matter which color you use, we will be flood filling it with white in a moment. If you start this step with a white background, you will end up picking up some of the lace when you select it with the magic wand later.) Image-->Add Border--Symmetric-->10.

9. Select the border with your Magic Wand. Now set your background color back to white, and flood fill the border. With your border still selected, go to Effects-->Plug-In Filters-->Flaming Pear-->Primus. Apply the same effect you chose in step 5.

10. Effects-->3D Effects-->Drop Shadow. Set your Vertical and Horizontal to 1, Opacity to 50, Blur to 15. Repeat the drop shadow a second time, but change your Vertical and Horizontal to minus (-) 1. Select None.

11. Your background color should still be white. Image-->Add Border-->Symmetric-->20. Select the border with your Magic Wand, set your styles box to Pattern. (The lace should still be there, but if not, select the lace. jpg image) and flood fill the border.

12. Repeat step 8, except change your border size to 25. Now repeat steps 9 and 10. Select None.

13. Open the corner ding (or use one of you choice) and paste it as a new layer. Position it in the upper left corner of your frame. Selections-->Select All. Selections-->Float. Flood fill your corner with white. Do not deselect.

14. Effects-->Plug-In Filters-->Flaming Pear-->Primus. Apply the same effect you chose in step 5. Do not deselect.

15. Effects-->3D Effects-->Drop Shadow. Set your Vertical and Horizontal to 1, Opacity to 50, Blur to 15. Repeat the drop shadow a second time, but change your Vertical and Horizontal to minus (-) 1. Make sure your corner is where you want it, and then Select None.

16. Layers-->Duplicate, then Image--> Mirror.  Next, go to Layers-->Duplicate, then Image-->Flip. Now, Layers-->Duplicate, then Image - Mirror. 

17. Merge all layers, and you're done! I hope you enjoyed this tutorial!

I suggest playing with the Primus patterns, as they all can be quite different depending on your settings. I only recently started using this small but fun filter, and I'm sure there are many settings I haven't even found yet!
