I received the 2 images used in this tutorial in an email, and do not know the artist.

Supplies you will need:
PSP 7 (download a demo
here)
An image to frame
DC
Psych Filter (you can download it
here, then unzip/install to your Plug-ins folder)
Here we go!
1. Open your image.
2. Set your background color to white. Image --> Add Border-->Symetric Checked-->5.
3. Select with your Magic Wand, tolderance set to 14, feather set to 0.
4. Effects--> DCPsych-->Nylon (depending on which version you've downloaded, this filter may show up under DCPsych OR DCSpecial) Apply the default settings TWICE. Do not deselect yet.

5. Effects-->3D Effects-->Drop Shadow. Set Vertical and Horizontal to 1, Opacity to 80, and Blur to 16. Now reapply the drop shadow, changing the Vertical and Horizontal this time to -(minus) 1, leaving opacity and blur the same. Select none.
6. Set your background color to a dark one from your image. ( I used #907A86). Image--> Add Border-->Symetric checked-->17.
7. Use your Magic Wand to select the border, Tolerance 14, Feather 0. Effects-->DCPsych-->Persian Rug. Use the default settings here. (depending on which version you've downloaded, this filter may show up under DCPsych OR DCSpecial) Apply the default settings TWICE. Do not deselect yet.

8. Effects-->3D Effects-->Inner Bevel with below settings. Select None.

9. Set background color to white. Image-->Add Border-->Symetric checked-->5.
10. Effects-->DCPsych-->Nylon, Apply the default settings TWICE. (as in step 4) Select None.
11. Set background to darker color from image (I used #907A86). Image-->Add Border-->Symetric-->20.
12. Select the border with your Magic Wand. Effects-->Texture-->StrawWall. Use the settings shown below. Do not deselect yet.

13. Effects-->3D Effects--> Inner Bevel with below settings.

That's it! You're all done!
